Reducing barriers to labour mobility across Canada  

OVERVIEW

The Labour Mobility Coordinating Group (LMCG) supports the coordination, implementation and monitoring of the Labour Mobility Chapter of the Canadian Free Trade Agreement (CFTA). This section highlights who we are and what we do.


WHO WE ARE

The LMCG was established by the Forum of Labour Market Ministers (FLMM) and is made up of officials from all governments that signed the Canadian Free Trade Agreement (CFTA).

The FLMM is composed of provincial and territorial ministers, and the federal minister responsible for the labour market.  It was created in 1983 to promote discussion and cooperation on labour market matters.


WHAT WE DO

The LMCG coordinates implementation of the Labour Mobility Chapter of the CFTA on the FLMM´s behalf.

The LMCG is responsible for:

  • supporting regulatory authorities and giving them advice and information on their responsibilities;
  • providing consistency on how Labour Mobility articles are interpreted and applied across provinces and territories;
  • assessing the effectiveness of Labour Mobility under the CFTA across Canada;
  • developing ways to reduce barriers to Labour Mobility; and
  • providing information on Labour Mobility to interested individuals and stakeholders.

As part of its role, the LMCG communicates with certified workers to help them understand the opportunities afforded by Labour Mobility, and with regulatory authorities on their application of Labour Mobility provisions. The LMCG is responsible for assessing the effectiveness of Labour Mobility, which includes gathering information on challenges and opportunities faced by various stakeholders as well as any unintended adverse consequences resulting from the implementation of the Chapter.


LABOUR MOBILITY COORDINATORS

Each province and territory has a Labour Mobility Coordinator. The Labour Mobility Coordinator’s role is to support the implementation and ongoing adherence to the Labour Mobility provisions under the Canadian Free Trade Agreement (CFTA) within their own province or territory.  This can involve:

  • addressing questions and Labour Mobility concerns from certified workers;
  • interacting with regulatory authorities and officials in other government ministries to support the recognition of out-of-province/territory certified workers; and
  • assisting with the processes for reconciliation of occupational standards to the extent possible and where practical.
